But I agree with you that even without these factors, policing a diverse ‘multicultural’ society is playing a losing game.

If you want to improve peoples life chances along with turning out nicer, better adjusted people, all the research says focus on the early years and build solid foundations.
As someone who went through the uni system to MA level humanities subjects are supposed to be about developing critical thinking and analytic skills. The best lecturers I remember were critical of critical theory, itself structuralism and so on.

What you do have right, is to call for the rule of law to be applied "to everyone equally, and come down hard on anyone who can’t live with that - regardless of their cultural sensibilities". It is impossible being a conscientious police officer. Low level criminals run rings round a force beset with too much bureaucracy and not enough resources. Why spend all day arresting a local drug dealer who will be back on the streets next day? Most people don’t know how thinly the police are stretched. Large towns have no police infrastructure. The courts, prisons and probation services don’t work. A serious government could change things quite quickly, but it would need action across different areas. Numbers could also be increased by widening cadet entry, short term commissions and expanding the special constables - a sort of auxiliary police. I expect many ‘recent arrivals’ would be happy to support this and fit in with the rest. Others may not, but if you can fix eight out of ten issues, the last two become less salient and easier to fix.

Apparently the first fellow has been sentenced today for throwing a bin at a policeman. Here's me thinking that the courts were choc-a-bloc, full to the bloody brim, hence the need to get rid of Jury Trials in order to reduce the backlog... Yet they can find the time to sentence an angry white man within the same week when others like Ricky 'slit the throats of the far right' Jones waits months and months and months for an acquittal. If this isn't yet more evidence of two tier justice, I don't know what it.

Looking at Canada's MAID program (https://www.canada.ca/en/health-canada/services/health-services-benefits/medical-assistance-dying.html) as a precedent, it would appear that the "Logan's Run" scenario is more likely to be be chosen by our great leaders to deal with dodgy government finances rather than any genuine actual attempt at "fixing the foundations".
