I have very much enjoyed your foray into defence policy and strategy. You make a great deal of sense. Unfortunately with procurement, once initiated there are too many with vested interests and ministers are too ignorant of their brief to say no.
That is very true plus our procurement system is a very long winded affair. Ukraine is interesting to watch but then this is a country actually at war. Our peace time procurement system would soon go to the wall if war broke out here.
In essence the MOD and Top Brass haven't moved on from the Cold War 1945 to 1991 and are stuck in the past and slow to move on. Ajax and Jackel 3 typify this problem.

Let’s not be paralysed by the present moment any more than we should be paralysed by the past. Imagine a moment when one side is knocked out of the drone war. Even for a brief period. This could by exhaustion, logistics strangulation, weight of numbers (drone vs drone/crew), or technical breakthrough.
Now can you see how mass armour could still be used? Exploitation. Which is how mass armour was always been best used.
