Your analysis is unfortunately currently correct but the one thing I think Rupert Lowe will NOT do, unlike Farage, is water down his policy bullet points even if the detail is lacking.

Don’t you think that a major contributor to UKIP’s failure in 2015 were twofold; Cameron shot their fox by offering his “in/ out EU referendum” and at that point the Tories hadn’t showed themselves to be unelectable after the reigns of Mrs May and Boris Johnson?
We live in a different world now and Labour have proved to be even worse at governing than Theresa May. At least 40% of voters who are paying attention realise we have to remove the left from power at the next GE.
Removing the left from power is easier said than done.
Centre right voters need to see & believe in a credible alternative to the ' soft left - included in this oxymoron is Milliband' as called by the legacy - I actually think Badenoch or her sucessessor can actually do this but they need to communicate to 'us punters ' a clear message/vision.

Bridgen has shown bravery in bucket loads.
He is a heavy weight politically and as a former right of centre Tory, will be close to Lowes ideas.
No point in bold statements of policy if you have no chance of being elected.
But if one is not to be a one-trick pony you do need to build depth.
