Well said Pete. Councils now just do 2 things - adult social care and SEND children. Their capacity to do anything else is very limited.
This is a Cameron/May idea - slash what central govt does, put more pressure on councils and then let councils slash public service provision to cope.
We need to reform both services - reduce overall spend and transfer responsibilities to other departments to get councils to be the custodians of their areas again.
Councils can’t afford enforcement because there is no financial reward.
If enforcement could, at least, pay for itself by utilising the money made available by confiscation and fines (generated by prosecutions) there would be far more interest - in none criminal linked councils anyway.
I think this is a good idea in principle George. My worry is, that councils would just use the fines as a revenue stream, like many do with traffic enforcement.
I can easily imagine a team of freshly minted ‘inspectors’ visiting every legitimate shop and business on the high street, and fining them because ‘their doors aren’t wide enough’, or some financial equivalent. Meanwhile the crooks and the Turkish barbers just ignore the fines, like many currently do with traffic violations.
Can’t do anything about how extra revenue is spent that’s up to legislation. Closing spurious vape shops and barbers will soon cost the shady owners, as leases aren’t cheap - if there’s a legitimate reason for shutting them.
For a time 20 years ago, councils had the power to test utilty co patching works on roads. There was a set fine they could issue for substandard work (very common) which was profitable for councils. several councils did very nicely out of this and had large teams.
If we had a similar approach to dodgy businesses we would quickly see which councils had linked to criminals and which didn't.
In the case of the Environment Agency the incentives are even more perverse. If they charge a permitted and largely rule following company for a couple missing forms they can increase their annual enforcement fee and generate revenue. If they prosecute an illegal waste dumping scheme they get nothing even if fines are levied by the court. Therefore they are actively incentivised to spend maximum enforcement time on companies who are largely compliant and leave the waste criminals to have at it until media attention brings too much heat.
I will tell you from carers, that support at home via, local health board has ballooned. Why, because a young adult with complex care, now requires 2 qualified adult carers, overc24 hr period, due to health and safety.
That cannot be the parent/ carers due to insurance.
So you either get all or nothing, and then the adult us taken from the parent into supported housing, but the Court of Protection, against the families wishes. They ignore article 8,right to family life, due to financial costs.
Read, Parent/ Carer Trauma, by Luke clements from Cerebra.
I know of one case challenging this lastingv5 years+. Paid through legal fees.
The Local health board are then paying covers workers at private supported houses, £23 and hr, each one parent was told.
The private profits are astonishing.
There are very little council run places now. I believe due to council pension costs. Although not confirmed.
Open Justice are finally being allowed access to Court of Protection cases, there are no woke judges there. It is pounds before people.
It must be understood that the slide towards third-worldism is precisely because we have so many laws but so little enforcement..................
These problems emanate from a complete unwillingness from the owners & managers of these suspect "businesses" to comply with existing rools & regs. Factor in the little appetite from the authoritays to address the problems you've identified, & we are where we are.
& voting in local/national elections will do nothing to change this state of affairs.
I noticed also in hull but also in Cottingham and Beverly a lot of vape shops but not as nearly as bad. NCA data points out a lot of the issues, maybe with my parish council i could bring up in the parish council meeting why they are so many vape & hair-dress shops. Apparently its because they just fill the rent spots out because there not allowed to keep them empty for some reason? It's also apparently also a new rule the east riding council imposed which is very interesting.
What you need is a good strong dose of white supremacist energy. The problem is that Britain is now thoroughly atheist and emasculated to the point where it would be quicker to just offer them your necks and let the merciful sword of Allah put you out of your useless misery.
I'm unconvinced lack of inspections should be treated as a major cause here. Several of the crimes we see now (ghost plates being one that springs to mind) don't seem to have cropped up because we've lowered the risk of punishment. Rather, there wasn't a need to punish this sort of thing before.
The recent BBC reporting on trading standards in Walsall is apposite here. Since when did trading standards need to investigate rapes? Part of their job now
Or maybe we have too much government, too high taxation, too little innovation, and too many illegal and native benefit seekers with no skin in the game and a dubious moral code. Its more about cultural rot than more taxpayers money being spent on even more regulators? Police could focus on law and order too rather than text posts.
A very good article highlighting the way our country has gone from civilisation to barbarism since the 1960s . You can see how it will go, by looking at the 1930s : a desperate populace , needing enforcement, will have to turn to thugs , who will provide law enforcement but thereafter will turn on the populace. Exactly the way that National Socialism was spawned and grew . Beware , England !

Good point. Will give that some thought.

Apply the rules so councils can’t turn a blind eye.
The government can call on the Environment Agency to force councils to take action under the 2021 Act.
That the government chooses not to surprises no one.

Exactly. Cf how assiduously councils enforce any & all parking violations…

Britain is not sliding, it has already slid. Invite the Third World in, and what do you get?
Apart from doctors and engineers, of course. Not forgetting the nuclear scientists.
Somalia and Afghanistan are awash with nuclear scientists it seems.
All governments in the last 30 years are guilty of increasing regulations but cutting the people needed to enforce them.
As to Starmer's Labour government they spend most of their time trying to ensure their Muslim vote doesn't desert them to the Green party.
They are just ways for money laundering and tax avoidance. Should be under 24h surveillance
I've dealt with both central & local government, as badly-run as central government is, local councils are on another level of lead-swinging.
It must be understood that the slide towards third-worldism is precisely because we have so many laws but so little enforcement..................

Nothing validates the broken windows theory like today’s western urban shtholes like London, LA, SF, NYC, Paris, &c.

To a point Pete.
When a low trust society has to rely on state quangos for protection? Tgen we are done.
The chaos and malice, with incompetence and insouciance is all baked in. Demoralize us ,so we get the Dictator we deserve. More Mamdani than Mandela.
