Well said Pete. Councils now just do 2 things - adult social care and SEND children. Their capacity to do anything else is very limited.
This is a Cameron/May idea - slash what central govt does, put more pressure on councils and then let councils slash public service provision to cope.
We need to reform both services - reduce overall spend and transfer responsibilities to other departments to get councils to be the custodians of their areas again.
It must be understood that the slide towards third-worldism is precisely because we have so many laws but so little enforcement..................
These problems emanate from a complete unwillingness from the owners & managers of these suspect "businesses" to comply with existing rools & regs. Factor in the little appetite from the authoritays to address the problems you've identified, & we are where we are.
& voting in local/national elections will do nothing to change this state of affairs.

All governments in the last 30 years are guilty of increasing regulations but cutting the people needed to enforce them.
As to Starmer's Labour government they spend most of their time trying to ensure their Muslim vote doesn't desert them to the Green party.
