i've no idea if the claim of 250k victims is plausible.
on the one hand gangs seem to exist everywhere Pakistanis live (its a feature not a bug) and many of these gangs existed for decades. On the other the evidence i have seen is that most gangs had relatively few victims at any point in time. Once they had their hooks into a girl, the girl was passed around the group to be abused by many men. At any point the ratio of victims to perps in a group was never more than 1 to 1.
There has already been investigations with no actions taken against the establishment as the police aren’t willing to investigate and prosecute themselves.
